It is
very unlikely that you will be able to buy a USB CD-RW driver for Linux.
However, Linux does support at least some CD-RW devices. In general, if it's supported in the kernel then it will run on all major linux distributions. If you want to know specifically if Fedora supports it, look on Fedora's web-site; it may tell you. (I don't know anything about Fedora itself, so I can't answer that one myself.)
Even if it's not listed as supported directly by Fedora, you can still get it working if the Linux kernel has a driver for it. (Most drivers ship with the kernel, so it should already be installed by Fedora). See
