Where is kernel header files located?

I am trying to install the driver for a modem and the instructions said I needed the kernel header files, so I did a uname -r and 2.4.18-bf2.4 came up. I used synaptic and retrieved the kernel-headers-2.4.18-bf2.4.
The next step is asking me to correct in Makefile path to local linux kernel header files and shows this:

KERNEL_INCLUDES=/path/to/linux/include

Where is the local linux kernel header files it is asking for?

You can make this:
debian:~# apt-get install kernel-headers-$(uname -r)
debian:~# cd /usr/src
debian:/usr/src# ln -sf kernel-headers-$(uname -r) linux

I think its the most correct way to install kernel-headers.
