problems installing java & setting up the timezone

hey all, hope someone can help me out
i have an xen based vps that runs etch 4.0 64 bit
my 1st problem is the java installation
i followed this guide http://www.crazysquirrel.com/computing/debian/java.jspx
im stuck on the fakeroot part, got a missing plugin error
tried with both JRE & JDK

fakeroot with JDK (jdk-6u12-linux-x64.bin):
Creating temporary directory: /tmp/make-jpkg.zMfVe27437
Loading plugins: blackdown-j2re.sh blackdown-j2sdk.sh common.sh ibm-j2re.sh ibm-j2sdk.sh j2re.sh j2sdk-doc.sh j2sdk.sh j2se.sh sun-j2re.sh sun-j2sdk-doc.sh sun-j2sdk.sh

Detected Debian build architecture: amd64
Detected Debian GNU type: x86_64-linux-gnu

No matching plugin was found.
Removing temporary directory: done

fakeroot with JRE (jre-6u12-linux-x64.bin):
Creating temporary directory: /tmp/make-jpkg.IlSGo27491
Loading plugins: blackdown-j2re.sh blackdown-j2sdk.sh common.sh ibm-j2re.sh ibm-j2sdk.sh j2re.sh j2sdk-doc.sh j2sdk.sh j2se.sh sun-j2re.sh sun-j2sdk-doc.sh sun-j2sdk.sh

Detected Debian build architecture: amd64
Detected Debian GNU type: x86_64-linux-gnu

No matching plugin was found.
Removing temporary directory: done

my 2nd problem is setting up the clock,i used
the tzselect & dpkg-reconfigure tzdata commands to change it from UTC to EST (indiana time) and it seems to have worked ,the date command shows it right, however my site's
phpinfo still shows it as UTC (i restarted nginx/fastcgi
after i changed it),should i restart the vps itself too?
after some searching i found out about the hwclock command
but no dice there

hwclock: Open of /dev/rtc failed, errno=2: No such file or directory.
No usable clock interface found.
Cannot access the Hardware Clock via any known method.
