Installing IRC

I am trying to install IRSSI IRC on my Debian sarge 3.1. I get an error stating
-----
checking for setupterm in -ltinfo... no
checking for tgetent in -ltermlib... no
checking for tgetent in -ltermcap... no
configure: error: Terminfo/termcap not found - install ncurses-devel package
-----
I tried looking for ncurses-devel on the internet but all i get is RPM packages! How and where to find the tar ball? Is there any IRC built in on my GNOME system?

One more question is when we download a package or a tar ball is it necessary for me to download and unzip it in a particular folder or can i do it in any folder or directory i want to?
