Tigervnc only listens at the host local address, i.e. 127.0.0.1 and (IPv6) ::1. You need to configure it so that it listens on all addresses.

I finally made it work without SSH. Thanks for the help.

This thread really made me mad since I spent all the time reading thru all the answers and got to the end where the OP solved it without sharing the solution and leaving me hanging

At any rate, I solved it by adding "-localhost no" as a parameter when kicking off vncserver from the command line

You found the correct solution for that, however it's still better to use an ssh tunnel.
