Are you trying to use the full install or net install? I have had this happen with the full install from time to time, but never the net install. Try changing to a different mirror, that has helped me in the past.
This might be a wimpy way out but you can get the full 4 DVD set (source and binary) for about Stg10, plus or minus a bit for postage. I don't know if I'm allowed to post the url of the UK supplier I used but I asked a question about postage on Wednesday, got a reply on Thursday, placed the order and the discs were in my letterbox on Monday morning. Overseas shipment here, UK to Malta.
I probably could not have downloaded that lot in 4 days anyway!
Unless you have specifically verified that the cd-rom drive on your to-be-debian computer works, the I'd say it is faulty. If you've check md5sums and verified every Debian CD against the image, then it should work.
Some cd-rom drives are picky about their media - one cd-rw may work, another may not. Even some cd-r may be troublesome.
However it is strange that other isos have worked for him - unless the CDRW has developed a fault since then.
A possible solution is, if the CMOS setup permits it, to turn down the PIO mode of the cdrom. I have found that some older drives are unhappy with "home burned" CDs at their default PIO settings but will work Ok when you drop this from PIO mode 4 to 3 or even 2.
