Try another mirror. There are hundreds of mirrors you can setup using,

Run
Code:
apt-setup
as root and you'll get a text-menu based setup for apt sources.

find . -name "apt-setup" -print
what is the output?

Are you sure you're running as root.

apt-setup will work only as root.

Make sure you type the command
Code:
su
and then type the root password. Then try running apt-setup?

Or you can directly edit the sources.list file in the /etc/apt directory.
