The same thing happened to me about one hour ago with the ftp debian mirror in Switzerland. I switched to another server and the install went well. I'm configuring things as we speak.
Installation stops at this step because network adapter is available and it is
connected to internet for checking the latest software version from ftp site.
So if Networking become disabled, the problem is solved, and there is no way to check for update
and the installation resumes without internet connection. try enable connection when OS installed completely.

It can't be solved in that manner as the network adapter doesn't disconnect while downloading or retrieving the file.
Debian doesn't remove packages or prepare until the packages are downloaded.
Also the original poster has to mark as solved.
i've tested installing debian-6.0.1a-i386-CD-1 image file
which stops at this step of checking for updated version of packages.
in my situation it was for internet connection which was configured automatically
through wizard , but when i postponed setting of network configuration then
i found that this step ignored checking for updated packages and continued
the installation using packages included in the image file and finished successfully.
In addition i mentioned the post reply as solved for it was solved for me,
but i think you're right, it would be better if it was left for the poster
to tag the post as solved.

I beg to differ as with cd installation if there were no network connection you would only have installed a terminal, you can however elect not to update though.
I think what Padiamon is saying is in effect - if you physically disconnect the network during a typical install from CD1, the installer will not find an active connection and will disable the repos - this can be a good thing if you're installing from out of date installation media. It's then a case of completing the install offline (without installing the DE obviously) then enable your repos, connect the network, update and install what you want.
But... this thread is over two years old in case anyone cares...
