Block outgoing port scans

Hi,

There are many users in a webserver I am working with, and somebody running IP scanner to other IPs,I have tried several methods to block portscans from the webserver, especially tcp scans. Even I tried to trace the file doing IP scan to several IP ranges but no joy. So If anyone have any idea about how to block ip scans from my server to other IPs Please help me.

Note:
I tried configuring psad and Iptables to block outgoing portscans but not effective.
