Unable to load New Kernel Parameters

I am trying to load new parameters to run oracle database, when typing
# service procps start , the result is start: Unknown job: procps.
I have searched the net, lot of answers are vague and irrelevant!

Any reply be appreciated .
Using Ubuntu 14.04 LTS, 64bit.

Procps is a package of tools (top for instance), not a service.
In the real world anyway, who knows what Ubuntu has done ...

Instead of telling us the answer, why don't you tell us what you are trying to achieve ?.

I am trying to install Oracle XE11g .:

cat > /etc/sysctl.d/60-oracle.conf <<-EOF
# Oracle 11g XE kernel parameters
fs.file-max=6815744
net.ipv4.ip_local_port_range=9000 65500
kernel.sem=250 32000 100 128
# kernel.shmmax=429496729
kernel.shmmax=107374183
EOF

Load and verify the new kernel parameters:

service procps start

and I am getting: Unknown job: procps

That just doesn't make any sense to me. Post a link to the install instructions you are using.
