I am using Xunbuntu 18.04-3LTS and in settings for the keyboard I removed the check out of the box "Restore number lock state on startup but it enables the number lock anyway at the login screen. I have the number lock disabled in the BIOS. I even tried save session which didn't correct it. Going through several distros I never had this bug. Does anyone know a solution to this bug?

According to Synaptic I have it already. Is it in Settings > Keyboard? Or is it a different one and if so where is it hiding?
I'm not a *buntu user, but according to this it's located at /usr/bin/numlockx. Follow the instructions there is order to set NumLock to off.

Thank you, but it won't open even though I opened thunar as root. I tried using Mousepad but it won't show anything when I try to open it. What is used to open it?

That didn't work. The first time I rebooted I tied it without save session checked, then I ran the command again, and I tried it a second time with save session and it's still enabling. I have an idea that might work. I have an encrypted installation. Before I try it, I need to know. If I remove numlockx, will Xubuntu still boot-up?
Since I wasn't hearing any answer to my question I gave my idea a try. I removed numlockx and rebooted the computer and it works as it should. The number lock didn't enable. So it looks like the "numlockx" app is only needed if you need the number lock to enable. Thank you for trying and pointing me in the right direction.
