install chrume(or other programs) without internet connection

i have red hat release 6.4 (Santiago)
Kernel linux 2.6.32-358.el6.x86_64
i don't have ability to connect this computer to internet thew security limits.
i want to install some stuff on it like chromium, notepadqq and etc.
the problem is that they are much newer than my version and i need a lot of dependencies.
my question is :
a. can i find rpms of programs that i already have on my computer what they need?
b. or else can i have rpm that include all the dependencies in it?
any way that can done by download in other computer and copy to my linux will be good/

No. Stop where you are.

First, you acknowledge your system is old, an needs lots of updates. IGNORING such things, and trying to shove things in won't end well. Secondly, you're (essentially), trying to circumvent security policies where you are. If they wanted you to be able to install things, you'd be able to.

Most importantly: RHEL is NOT FREE...you're running an old (but supported) version. Unless you're PAYING for it, even if you DID have an Internet connection, most of your packages probably wouldn't install, because RHEL connects to the Red Hat network to resolve dependencies...and that only works with a PAID SUBSCRIPTION. If you're paying, contact RHEL support, and they can tell you how to download whatever is missing.

Best advice: talk to your system administrator and/or network administrator, and get permission to do whatever you're trying to do. If this is a new system, and you don't plan on paying for RHEL, then load CentOS on it, and get the latest version.
