Did you write a proper header to the html file(s) to tell that the document uses UTF-8 encoding? It may be assumed that it's something else, and then the characters don't display correctly. If you haven't already, try adding this to the page(s) at the head section:

save and see if it helps (if nothing changes, empty your cache to make sure it's not your browser loading the old page). If that doesn't, and you're sure you set the encoding to UTF-8 in Bluefish when writing the pages, there's something bigger wrong.
