Which is why the OP was asked how they're running it. Because if they're able to run "cmd", they can also run cmd as administrator, which will probably resolve the access denied message.

OP posted they can't run most of their Windows apps...how would resetting the admin password help there?
OP, out of curiosity, if you're able to run "cmd", have you tried adding another admin user? Could be your desktop environment is bad, and a new user will work. If you run "cmd" as administrator, you can run:

net user USER_NAME PASSWORD /add
net localgroup administrators USER_ACCOUNT /add
...to add a new user, and set them as admin. You can then reboot, and see if you can log in with that user, which will create you an entire new desktop setup. And have you tried running Windows in safe-mode (press F8 while booting for boot menu, most times).
