Here are some solutions that I would try myself.
If you are pinging the server's domain name, try ping the ip address instead.
Or, if the problem is a misconfigured fire wall,
iptables -A INPUT -t filter -s 323.323.323.323 -j ACCEPT
replace the false ip with your ip address, this will accept all connections to that ip.
iptables -A INPUT -t filter -p tcp --dport 80 -j ACCEPT
This will allow port 80 http connections, replace port 80 with any port you want to access.
I don't know if the problem lies with your firewall. But if all else fails, iptables -F will reset your fire wall completely.
