Doing basic research should be your first step, since simply putting "how to add a folder to a panel in linux mint cinnamon" pulls up well over 100K hits, with how-tos and pictures. Did you try that???
  • Find folder in file-manager
  • Right click
  • Select Add to Panel
  • Right click on the newly added icon on your panel if you want to edit icon/command
  • Select Edit
  • Select Name
  • For the Command: nemo /some/path/to/folder

Btw, I DID try to do this on my own; but I didn't get anywhere. I had done this years ago, again asking for help; I received an answer, which worked; however, I couldn't find it in my search.

Assuming you are referring to Linux Mint Cinnamon, this article may help. Otherwise, please let us know what WM/DE you are referring to.
