Panel displays UTC time when everything is set to EDT


On this PC I am running Kubuntu 16.04 LTS.
The time is set to current Eastern Daylight Time
in the Northeast US. I have been all over the system
to ensure this. It was fine since installation
a while back. A few weeks ago, the panel clock
changed from the correct local time to UTC time.
I cannot figure out why or how to fix it.
Any ideas ?

Try something like

Thanks for the response but I may need a little more than that.
The response to that Terminal command is " must be run as root "

I apologize but the machine in question is Kubuntu 14.4 not 16.4.
When I run the terminal command with sudo it does respond by showing the local time correctly
and the UTC time correctly in the terminal. Is there a command to select the local time
to be displayed in the panel ?

Try right clicking on the widget and select 'Digital Clock Settings' -> 'Time Zones' and make a selection in 'Clock defaults to'. Or similar options. Haven't used kde in a while so exact phrasing may differ

If so, you're options are to set linux to local time or Windows to use UTC time.
Code:
timedatectl set-local-rtc 1 --adjust-system-clock

Or from Windows, open the registry editor, navigate to
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\TimeZoneInformation

Right-click the “TimeZoneInformation” key and select New > DWORD (32-bit) Value.

Name it RealTimeIsUniversal.

Double-click the RealTimeIsUniversal value you just created.
Set to 1.

No I am not dual booting. Its just Kubuntu 14.4 all by itself.
