Why is it so difficult to reinstall RH9's Boot loader using the Linux Rescue mode?

Why is it so difficult to reinstall RH9's Boot loader using the Linux Rescue mode?
I had to reinstall Windows today.
So I booted into RH9's CD, I loaded up the rescue mode. No matter what I did, I could not reinstall grub.
I ended up having to do it a different way. First I used my Slackware 8.1 CD to boot into my slackware drive (to install a boot loader temporally). Then I pondered, why couldn't I use my Slackware 8.1 CD to boot my RH partition, it did sort of... So that's how I reinstalled grub.
My question is, why is it hard to reinstall grub from within the RH9 Rescue mode? Isn't that what it is there for? I wouldn't want to use a CD that is not meant for RH9 to restore the red hat 9 boot loader.
yeah, typically i don't create boot disks either but i did this last time with RH 9 and its a good thing because i had to reinstall WinXP and it erased grub. but i guess i could have just as easily done a rescue with the install disc.
