How would I disable Right Click on GNOME's bottom panel?

I am trying to lock down a custom application in RedHat and CentOS. I have been successful so far but I need to allow the user to minimize their windows. When they do now, goodbye application, it's minimized to oblivion.

So I have to give them a bottom panel but I need to lock that bottom panel down also. Is there a way to disable right-clicking on that bottom panel in Gnome so they don't get the context menu to <Add Panel>, <Delete Panel>, etc?

Thanks.

Hi there,
if i got this correctly, it may be easier for you to use the ALT + TAB combination which loops the running applications.
SHIFT + ALT + TAB goes the other way around
So, no need for tweaking the GNOME panel.

Yes, switching windows is fine whether they do it with the mouse or ALT + TAB. They can get to all the windows the problem is the screen is just too messy to work in. A part of the application includes a graphics Publishing application where graphics are copy/pasted, dragged and dropped. It gets really messy.

So what I really need is a way to minimize other windows.
