System BootOrder not found. Initializing defaults.

I install Fedora 29 on Asus C300S Chromebook.
Everything is fine but during boot, a message shows that
Code:
System BootOrder not found. Initializing defaults.
Creating boot entry "Boot0002" with label "Fedora" for file /EFI/fedora/shimx64.efi
and then boot normally.

And my
Code:
$ efibootmgr -v
shows that
Quote:
BootCurrent: 0000
Timeout: 3 seconds
BootOrder: 0002,0000,0001
Boot0000* EFI eMMC Device PciRoot(0x0)/Pci(0x10,0x0)/eMMC(0)/Ctrl(0x0)
Boot0001* EFI Internal Shell MemoryMapped(11,0x830000,0xc0ffff)/FvFile(c57ad6b7-0515-40a8-9d21-551652854e37)
Boot0002* Fedora HD(1,GPT,909c99c4-651a-48c9-afdf-a6dea2fc4a36,0x800,0x64000)/File(\EFI\fedora\shimx64.efi)
I would like to find out what is happening and whether it is dangerous because I am using this computer for my work.

Thanks in advance.

Hard to argue with the sentiment. Your problem looks like a "locked down" BIOS and shouldn't really be a problem, but I have no experience with Chromebooks.

go to bios and look for secure chip and make it Inactive.
F10 to save and your problem is gone

I have an asus that does this after replacing the motherboad except it would say can not set boot order initialising firmware.
I can change the boot order in the bios but not with efibootmgr so wasn't a big issue for me. Never did figure out what caused it just assume it was one of them efi firmware bugs and I don't like doing bios firmware updates unless I absolutly have to
