OpenBSD network card not recognized during boot

I use RockPro64 SBC, and a USB Ethernet card. If I plug it in, and boot the device, the card does not get detected. If I re-plug while the SBC is running, then the card gets detected.

It seems like OpenBSD loads the driver after it tries to detect the USB device, so how would I tell it to load the driver at an earlier stage?

Please post your dmesg(8), showing both the failure to connect, then the successful connection after the boot completes. There may be something in the dmesg(8) that may help someone assist. AFAIK, that board uses the RK3399, which is supported at OpenBSD 7.2.
