Anyways,you do have a compiler on your system, it's not the gcc-obj as that's for object code. It's just the plain normal gcc and appearantly it has been there from the beginning.
As acid_kewpie said, install qt3.
(you will find it on your redhat cd's)
Just to be sure, install every qt and libqt file you find.
If you're absolutely sure qt is installed, try passing
./configure --with-qt-includes= --with-qt-libraries=
and after the = the directory where the qt3 include files/libraries are.
And do add your distro in your personal information, that is if you're not planning on namechanging again now
