kdelib no headerfiles extracted?!?

I installed kdelibs3-devel (several times in fact). It should write among others the file

/opt/kde3/include/kconfigureskeleton.h

I installed by Yast, and checked with

#> rpm -qa | grep kdelibs*
#> kdelibs3-devel-3.1.4-24

So kdelibs3-devel is there but the file is not

I never heared that SuSE 9.0 pro is kaputt and I didn't find anything on their (SuSE's) site. What stupid error am I making? Any help or hint will be appreciated...
