It's not too common, but issues like this do happen. Did you try "nomodeset?" I took a look around Google and found different causes for the error message you mentioned, including this one. I'm not sure if your system has any USB ports that are 3.0 but does trying another USB port help? Additional things to look for can be found here.

i re wrote the ISO to the flash drive again, same outcome.
i have another USB drive i can try on, :/ doing that now. will update as soon as i have the outcome.

i let things sit for a while, and now its asking me yes or no to:
failed to start the X server. it is likely that it is not set up correctly, would you like to view the X server outputt o diagnose the problem?

should i say yes and cointinue, or say now and move on without figuring out to see if i can solve it outright?

There are a couple of possiblities. It does sorta sound like a hardware problem.
But, a couple of questions.
You said, "I will load up my USB drive with an ISO of an OS" - what method are you using to create your USB?

Also, are you trying to boot your USB in UEFI mode or CSM/Legacy mode?
If you are trying to boot in UEFI mode, is Secure Boot turned off?
If you are trying to boot in UEFI mode, have you tried switching to CSM?

I built my own, similar to yours. I tried to boot it and it failed. I replaced the power supply with a better one, and it is all good...

failed to start the X server. it is likely that it is not set up correctly, would you like to view the X server outputt o diagnose the problem?

say yes then post the X server output so maybe someone can figure what is going wrong.

im using rufus. LILI never worked in the past for me, and i havent found any other programs really. :/

ive tried all of them. same result each time.

i dont see how my PSU could be the problem... its more than enough wattage for my system at these settings.
(also i dont have the funding to replace it for another couple months... like half a year really. :/ )

Rufus is one of the better options. That is good.
As said before, "I don't know where to go from here."
As an experiment, you can try installing to a second flash drive, instead of the hard drive, just to see if it works.

ive never gotten far enough to select what drive to install it on. :/ unless if theres 2 drives in the system it asks me which one before it starts doing things on its own. o.O

I'm going to be honest i have no idea what any of that is/means. :/

sorry for such the late reply, our internet went down and once it was back up all sort of horrendious microsoft updates happened on my laptop.... :/ took me a while to figure out how to get it working again.

They're EFI (formerly BIOS) settings.

However, I dare say the information is irrelevant. It's seemingly become your standard question to booting issues, however if X is failing to start, that you've gotten to that point means the answer to those questions don't matter.

You may want to read up on UEFI and Secure Boot however, as if you get more involved in Linux it will rear its head in the future.

That X output may be helpful. If a driver or other module has failed to load, you will likely find it in that log.
