Sorry, you didn't really indicate how you wanted Windows to read XFS, I guess I made a bad assumption there.
Okay...
Normally you have to have a 3rd parititon, or a format readable by both as one of thte partitions to store data on the same computer...But I used to use this: http://uranus.it.swin.edu.au/~jn/linux/explore2fs.htm for ext2 and ext3, I used to use that in school, so I bet there is a similar program for reading XFS, but I really don't know about those. I have no experience with others, so sorry about that.
Those Crossmeta drivers seem to be the only ones for XFS. For anybody who is interested, there is another driver for ReiserFS: http://rfsd.sourceforge.net/
coLinux allows one to run a linux kernel inside of windows, which could then theoretically read/write any filesystem for which there is a linux driver.
I have used YAReG to read reiserfs partitions from windows (2003/XP). Its not a driver like e2fs tools. It launches a little UI application that allows browsing and copying files from reiserfs partitions into a windows folder. There is not support for writing.
