I know that problem of fonts' encoding can be found everywhere but I still can't find the right solution. I've even solved it twice but I don't remember how...
Firstable I use Debian Sid/unstable and I don't use either KDE nor GNOME. My default window manager is fluxbox.
I configured my ISO-8859-2 fonts on my console properly:
I installed the following packages: locales (pl_PL) and fonty
I've installed xorg, biznet xfonts (iso-8859-2), msttcorefonts, ttf-dejavu packages
I set up the xorg then:

I've add these lines to .bash_profile:
export LANG=pl_PL
export LC_CTYPE=pl_PL
export LC_MESSAGES=pl_PL
export LC_ALL=pl_PL
When I check the installed fonts in xfontsel:
xfontsel -sample "some special polish letters" &
I see a window with correct letters
The problem is that in some packeges like:
opera, openoffice, psi, etc. I can use Polish (iso-8859-2) letters and in others like mplayer, fluxbox menu, etc. I can't.
I know that there has to be a way to configure the right encodings globaly for all users and all aplications because I have another computer with Debian sid as well and I didn't have to configure each application seperatly.
Anyone can halp me please?
