Can't send e-mail to hotmail, msn but work with yahoo and gmail

Hi all,

for some reason I can't send email to any e-mail address that end with @hotmail.com or @msn.com but any thing with @yahoo, @gmail and other went thru just fine.

Follow is the error message i got back:

This message was created automatically by mail delivery software.

A message that you sent could not be delivered to one or more of its
recipients. This is a permanent error. The following address(es) failed:

userid@hotmail.com
retry time not reached for any host after a long failure period

I have a dedicate server running centros with whm and cpanel. I check the blacklist and my ip address isn't listed. What can I do to fix this problem? I really need to be able to send e-mail to hotmail and msn user.

thanks

1. Register youself with Microsoft SNDS service and check spam generation from your ip.
https://postmaster.live.com/snds/addnetwork.aspx

2. Fill up form precisely @ http://support.msn.com/eform.aspx?pr...ail&ct=eformts
Support@Microsoft will get back to you.

Update us with output of above.

Let me explain you little bit more:
When you submit request using any one of given email id, a mail will sent to that mail id mentioning that " <your mailid> wants to access data on <ipaddr>. Do you want him/her to see data on <ipaddr> ?" with a link to click.
When the person clicks on link, you can access data from the same url using email id you logged on.

Solution:
Contact administrator of layeredtech.com.
Either ask him to setup any of following mail account and set forward to your account Or alternatively you can ask him that please allow us to check spam database for our <ip> by clicking on the link in mail.
Please confirm which email id, Administrator is using.

Sample Email from staff@hotmail.com:
<YOUR NAME> <YOUR EMAIL-ID> has signed up to view Hotmail and Windows Live Mail traffic data for your network, <IPADDR>, and has requested authorization to access that data.

<YOUR NAME> has provided the following comments to help explain why this message is being sent:

If you are <YOUR NAME>, click here to confirm that you can recieve
messages at the selected address:
https://postmaster.live.com/snds/auth.aspx?id=...

If the above network is not managed by your organization, or you believe
<YOUR NAME> should not have access to the data, please click on this
link:
https://postmaster.live.com/snds/auth.aspx?id=....

You are receiving this because you have signed up to be a user of Smart
Network Data Services, or a Smart Network Data Services user has requested
that this email be sent to this address. Smart Network Data Services is a
revolutionary Windows Live Mail initiative, designed to allow everyone who
owns IP space to contribute to the fight against spam and protect e-mail

If you do not wish to receive further mails from Smart Network Data
Services, you can remove yourself from the system by going to
https://postmaster.live.com/snds/pref.aspx, or sending an email to
