The best guide, I would hazzard, would be the Red Hat Manuals, especially the Installing and Updating Red Hat Linux Packages from the Red Hat Linux Getting Started Guide.

# Redhat links
RedHat Linux Manuals
Maximum RPM
rpmfind
Easier software management: apt4rpm - Red Carpet
RedHat 8.0 Tips & Tricks

# Redhat 7.3 down configuration commands
setup leads to several configuration tools

# Redhat 7.3 up configuration commands
Configure soundcard:
redhat-config-soundcard
Configure X server:
redhat-config-xfree86
Configure network:
redhat-config-network

Are you sure that you don't have one?
I know I installed the development tools, but I get that same message some times.

You can just use your red hat cd and do an upgrade or add/remove packages to see what you already have.

You probably already have them, what program are you trying to install? Wine?
