There are quite a few GUIs for iptables already, so it is hard to see why you
need to write another one. And, yes, it would need to create iptables rules, if it were to be of any use.

I think the only case in which you might see Ipchains, these days, is with one of the really compact distros which has remained faithful to a old 2.4 kernel (or a pre-2.4 kernel), for the sake of extreme space saving (maybe embedded?), or ancient distros which are out of support by 5+ years. It isn't going to be an issue with an even vaguely up-to-date release of any distro that you mention.
More up-to-date distros, in general, will tend to have more up-to-date versions of iptables. I can't think of any changes recently that have changed the command line options available for iptables itself, which was the question that was asked. You are more likely to run into difficulties with other things (modules, for example) than iptables itself, so you could do with researching the availability of modules for the target distro list, before you commit to making the use of any particular module necessary (or, you could take measures to forcibly make any needed modules available, or disable features that require obscure modules...the approach here is up to you, and needs to be thought about in the context of what you are trying to achieve).
