What, generally, will be the effect of selecting the following config options in the kernel?

Device drivers --> Generic driver options
[ ] select only drivers that don't need compile time firmware.
[ ] prevent firmware from being built.
[*] Hotplug firmware loading support.
I am trying to install a USB device which relies on firmware placed in
/usr/lib/hotplug/firmware. So far without success, and I would like to exclude the kernel as a factor.
In particular, why is it generally recommended to turn on "Prevent firmware from being built"? Would it be unsafe to ignore this?
