This is a tricky one and I did not find a solution for this on google, irc or NetBSD's book. I've a Sun keyboard type-6 with Swedish layout. Currently, I've BSD installed on a Sparcsystem 4 as Webserver. Only the US-keyboard layout seems to work.
According to the documentation of NetBSD, there's a command to change keyboard layout on virtual consoles:

for me, the correct command would be:
# wsconsctl -k -w encoding=sv
Well, needless to say, that won't work on Sparc, since sparc, unlike 386 architecture, does not support virtual consoles. Trying the above command, returns an error:
wsconsctl: /dev/wskbd0: Device not configured
This is not really an issue at the moment, since this machine is going to be used as server only. However, I was hoping to use NetBSD as Desktop on another Sparc, but this is a big limitation for the Desktop, especially when programming or using text docs... and I not truly enjoy Solaris that much (only at school is enough
