What's new: I've had the issue return, and went farther afield in my search, and came up with these:

These posts tell me I may have a "vsync' problem, with the graphics card (Radeon RX580) and the monitor (Asus VG248) not agreeing, but AMD has a solution perhaps:

FreeSync is supported on this graphics card but I'm not getting anywhere - when I try to test whether I can use it, with this command,

I don't understand the results.

I really have no idea if this will help or solve my issue, but it would be nice to find out.

UPDATE: how about this? - shortly after I posted the above I found out that another Linux box here has the exact same issue happening, except it has an Intel CPU and GPU

All images "shimmer and glow", all text has "ghost shadow" and...
 
...everything is jittery when scrolling the display in any application. Arg.

First thing this AM there was a large update, which I installed, hoping for a cure.

Instead I got shimmer, glow and shadow, and the jitter is back big-time. (Sounds like a dance troupe.)
It has persisted even with Timeshift restores to before it was going on, which I did in case it was that update.
The box dual-boots Ubuntu Cinnamon 20.04 (separate Home dir.), and it was fine a few days ago, but is affected the same way today. Didn't do any updates for it.

Getting no results from Google/DDG searches with any combination of items I use (but then, search engines hate me.)

Already added <20-amdgpu.conf> to X11/xorg.conf.d

Where should I start looking and what more info will help?
