Thanks for that link, hish2021 even though it started almost halfway in. I just scrolled back watched the entire podcast and then, because of it, I sought and watched the entire film "1971" which thankfully was free on YouTube. It reminded me of how bad things had gotten under Hoover and then poked me with how similarly well-intentioned but actually abusive at the very least by potential, the Patriot Act was and is.
I already knew actual conspiracies sometimes exist but also that they exist only so long as the conspirators are kept committed and/or their numbers are very small. The possibility of discovery goes up exponentially with every additional person who knows the conspiracy. It was striking that those that broke into the FBI office and got the goods on Cointelpro worked very hard to keep their numbers small, involving only 9 individuals until the statue of limitations ran out and public opinion changed. It was even more striking that the 9th person who got scared and bailed first off actually came to them to inform the 8 that did it that he was considering turning them in and that they still trusted him so greatly that they didn't overreact and do something stupid and instead let him leave. That one person could have blown the whole thing.
It is very important to remember that when we consider conspiracy. The only reason they could trust that 9th person to keep the secret was that a large part of him was still on the side of the other 8, and ready to trust they wouldn't lie to him and by contrast that the FBI then would. All it takes is one person less committed, let alone actively in opposition to a single aspect, like Ellsberg or Snowden, to blow the whistle, and the house of cards comes tumbling down..
