Yay!! Thanks, krussell :) Here's what happened when I looked into your instructions:
My OS clock is set to show localtime, which is set to be my timezone (America/Halifax).
However for whatever reason it is off by 3 hours, I still have to look into this.
BUT: I right clicked the clock and ADDED my timezone to the clock's optional timezones, and selected it for display, and instantly the clock switched to showing the correct time..
Only drawback is that now the word 'Halifax' is shown under the clock, which totally screws up the appearance because I use the analog clock; it is now so tiny I can barely read it. :P LOL
I guess I must check the timezone files and see what the offset is somewhere, because my normal setting of displaying 'localtime' should infact be identical to the timezone I added to the clock, 'America/Halifax'. There must be a +3 or a +4 lurking somewhere..
Weird! But, thank you so much got your input, it finally got my clock atleast showing the right time. And thank to everyone who inputted helpful info here; I still will be investigating the netdate situation, and yes, I will use the pool server, I am aware of the reason for the pool servers.
