Show message when network interface is on.

Hello,
I need to show a message when I turn on a network interface. For example, when I turn on eth1, it should show me something like "eth1 interface is on".
I think I have to work in /etc/bash.bashrc but I don't know how to put the condition so the message appears when the interface is on.
