The URL for your Start Menu sample is redirected to http://www.mydigitallife.info/wp-con...igitallife.jpe for some reason. You should know about it, because it makes it difficult to see what you are looking for.

Well, as for the first one, there are millions and billions of themes for every existing linux desktop to make it look like vista. If you really want it, just do a search.
Btw. the included kde4 menus, kickoff (default) and lancelot (plasmoid), are largely modelled after the vista menu.

To customize them to your own needs, you'd have to use a menu, that supports themes in kde3 (like kbfx). In kde4 atm you could write your own plasmoid, which, of course, requires some knowledge in a script-/programming language, that has bindings to libplasma. I don't know if there's any easier way.

I'd recommend you take a look at www.kde-look.org and see what can be done. Looking at this stuff will also teach you, how it is done in the fastest manner.

It really depends on what exactly do you mean and what kde version we are talking about.

In kde4 you should be able to do this by creating your own plasma theme, don't ask me how. I don't use kde4 and even if I did I've never been a themer.

In kde3 you can skin kicker (the bar) with bitmaps. That shouldn't be a problem. Skinning the buttons and the widgets in general is more difficult (you will need to create a kde3 widget style for that, which requires programming knowledge). About the vistaesque menu, kde3 can't do it at all with the stock k-menu. However there are a couple of projects like this which can achieve that, however I don't know its limitations and true capabilities.
