Well, as for the first one, there are millions and billions of themes for every existing linux desktop to make it look like vista. If you really want it, just do a search.
Btw. the included kde4 menus, kickoff (default) and lancelot (plasmoid), are largely modelled after the vista menu.
To customize them to your own needs, you'd have to use a menu, that supports themes in kde3 (like kbfx). In kde4 atm you could write your own plasmoid, which, of course, requires some knowledge in a script-/programming language, that has bindings to libplasma. I don't know if there's any easier way.
I'd recommend you take a look at www.kde-look.org
and see what can be done. Looking at this stuff will also teach you, how it is done in the fastest manner.
