Windows open partially off of the screen

I just switched to Ubuntu, somewhat reluctantly at first, after finally being too frustrated with openSuse freezing up a lot (and not a moment too soon; I shouldn't have fought it), but now I'm having a strange problem. It's a minor problem, but I sure would like to have it fixed.

Whenever I open new windows, it opens them up too high, where the toolbar and the top of the window are, so I can't reach them. I know that I can move them down by holding alt and dragging the window, but I would really, really like if I can just get them to start opening lower. Is there any way at all to do that?

(I'm just starting to use Compiz, if that affects it.)

K have had that problem several times. With my monitor it is the refresh rate. My refresh rate on my monitor needs to be set to 85. Any more or less and it will open everything either to high or to low.
