Where are the desktop configuration files?

I'm using Ubuntu Dapper.

Is there a way of locking access to desktop configuration files, meaning basically, screen resolution, desktop background, panels, fonts and so on? I really need to lock them for regular users to keep my computer going, allowing only the admin to make the relevant changes.

Not that I know of. You can read up on how to create a user account for each one of your users though instead of letting all of them use your account. Then they will all have their own account and can do what ever
