What sets UPSTART_STOP_EVENTS variable?

Well the heading says it all

When you look in rcS.conf there is a reference to this variable and to make different decisions if it is set.
So my question is simply what does actually set it?

Here are the offending lines from the script:
Code:
if [ -n "${UPSTART_STOP_EVENTS}" ]
then
    exit 0
