Thanks to dresb,
Just registered to thank dresb for solution which saved more endless fruitless google searches.
My network card is Realtech RTL8139/810x Family NIC and with driver 5.6751.822.207 dated 22/08/2007 I could not connect in Ubuntu 7.10.
With driver 5.641.209.2006 I could connect in ubuntu 7.10.
This solution solves the problem with the newer driver installed and means I can get on with trying out ubuntu 7.10

Boot on windows.
Go to the device manager and get into "properties" for your network card.
In the "Advanced Options" tab select:

Wake-on-lan after shutdown | enable

Reboot into linux. Your network card should be working.

Interesting solution. I've seen Wake on LAN as a BIOS option. In some cases that might also be a solution.

I've enabled the Wake-on-LAN in Windows and it works for a couple of days. After that the problem came back (till now I don't know why). Then I check the power options in BIOS, do some tricks as fragos said. Now it's fine.

Fix did not work from a Win 7 machine
 
Changing shutdown wake-on-lan to disable from enable did not make a difference. Will try Win xp driver next.
