Provided he has remote desktop enabled on Windows, all you need is his IP.

Then from Linux, you can start a remote desktop session to the Windows box like so:

Code:
rdesktop 234.53.12.56
But with the right IP.

If you don't have it installed, that's easy:

Code:
sudo aptitude install rdesktop

Will this work behind router ? the other party may not know how to activiate remote desktop, is there other way to do it, so that both of us install an app and get connected.

You could try TeamViewer, which is a commercial application free for personal use:
http://www.teamviewer.com/en/index.aspx?cdsplit=C
I have used it and it seems to work well across routers. From what I can gather it is a reliable and trusted application.

No problem, I discovered it when looking for a solution to the problem you stated myself and was pleased to find it had proper, working support for Linux.
