Angry user's $HOME/.dmrc file being ignored

i'm having a problem when i try to log in. whenever i enter my password and press enter, i get an error message that says:

User's $HOME/.dmrc file is being ignored. this prevents the default session and language from being saved. File should be owned by user and have 644 permissions. User's $HOME directory must be owned by user and not writeable by other users.

i checked the permissions and they seem to be in place

i don't know what started this to appear. any help is greatly appreciated

Can you open a terminal and check:

$ cd /home
$ ls -l

Next can you delete the file and select language and logout and login

Or do you have some language settings in your ~/.cshrc ~/.bashrc ~/.profile ...
