Unable to change user image in kcontrol


Hi! I am trying to change my image in kcontrol under 'Security / Confidentiality' 'users & passwords'

I see my infos, but no image, so it says to click to change your image and then I get 'Administrator does not allow you to change your image'

How do I change my image? I tried sudo kcontrol but it shows only the root image.

I looked everywhere and read everywhere to find nothing.
