Yes and Yes. From server, just do aptitude install x-window-system ubuntu-desktop. the ubuntu-desktop package will give you gnome and all the fluff that comes on a normal ubuntu desktop.
If you just want a window manager, you can use icewm instead or install kdebase for a less bloated kde or kubuntu-desktop for full blown kde, etc etc. Go to the ubuntu package page and search for whatever desktop you're interested in and then install that package.

work great for me but!!:
the system connected to the internet and download a huge number of data files, about 1.4 GB.
I am afraid that I may reinstall ubuntu so how can I keep the downloaded files as a package so I can install xserver from a CD, no need to download every time.
Well, if you didn't clean the cache, every file should be at /var/cache/apt/archives. But if you're installing regular workstations, I'd recommend you use the desktop cd or alternate. If they're a lot, the alternate is faster

what do you mean be "alternate"
There's 3 kinds of installation media for any Ubuntu flavor. Desktop, alternate and server. Desktop is a LiveCD with an installer option, Alternate is a text-mode only direct install (that's why it's faster) and server is yet another text-mode only install geared for servers.
