P.S. Make sure you paste the given sources.list over your entire old one. Do not add it to your current sources.list, and do not add any other sources.

E: Unable to lock the administration directory (/var/lib/dpkg/), is another process using it?
Do you happen to have Synaptic Package Manager open when you're doing the apt-get update?

Seems like name resolution/connectivity issue

As far as I can see your problem is with name resolution.

Make sure you can resolve the names (or hardcode them temporarily in /etc/hosts) and that you can ping/wget from said hosts.

$ host security.ubuntu.com
security.ubuntu.com has address 82.211.81.138

$ host archive.ubuntu.com
archive.ubuntu.com has address 82.211.81.182
archive.ubuntu.com has address 82.211.81.151
