Probably you'll need a similar equipment to a telecommunication company equipment unless you hack into the company's system and configure the system to forward all the messages received by the number of your interest on your computer as well

Sending a message is not the same as receiving a message... And they have a contract with a telecom company.

You can use an SMS program. There may be an appropriate one on this list.

Alternatively you could use an SMS gateway that allows replies such as aspsms although it would probably require a bit of scripting

He wants to receive messages that have been sent to a particular number.. Not to send SMS. And if you make the effort to think a little bit you'll realise that such a thing is impossible. Unless the number of your interest is YOUR number! Could you imagine someone else receiving the SMS you receive? This is 1) Unethical 2) Almost impossible!
