Scrolling

On Ubuntu 1804, 1804.1 and, now, on 1804.2, my scrolling (reverse, in my case) sometimes gets stuck on YouTube, and I have to click on the touchpad to get scrolling again. It has happened to me in Budgie, reg. Ubuntu, and MATE. It does NOT seem to happen on MATE 18.10. Maybe someone can check all the stuff that was supposed to be backported (or updated?) to 1804.2 to make sure something wasn't missed in hardware detection or whatever. This machine is an HP Envy Ultrabook 4 (bought in 2013), 250G SSD, 6G RAM. Hope someone can attend to this detail.

I often end up with scrolling issues in LibreOffice Writer and Kubuntu. Chalked it up to being an issue with LibreOffice though, since it only happens in there with the mouse wheel.

i'm pretty sure that's due to the javascript on youtube's web pages, capturing the pointer, or a change in the html5 video viewer's behaviour.
try disabling javascript - does the problem persist?
