replace 6.06 ubuntu with new releases
When I download new releases of Ubuntu, is the squence to replace the existing version (now 6.06) or to load the new release as a new operating system with its own file system and partitions? If I download the new release, will it automatically replace the existing version? Thanks.

I assume that you're upgrading to 7.04. First off, it's smart to update to 6.10 and THEN to 7.04, I don't even think you can go straight from 6.06 to 7.04. Second, there are two ways to upgrade, either doing an upgrade, or a clean install. I personally recommend a clean install, because less things may go wrong. But upgrades do work, especially if you follow the instructions here.
