I made some mistakes and I would like to reinstall Ubuntu. If I do so will there be a new fresh Ubuntu install or just a repair to the current install that is on the hard drive?
It depends on what option you use when installing. YOu should be able to install over existing partitions. If you do manual partitioning, just select "overwrite" for existing partitions.
If you want a fresh install, then during the install process, format your hardrive, and re-install. I am not sure on Ubuntu wether just a re-install will just fix certain files.
